On October 1, 2020, the office was restructured from the Taiwan Province Yilan Irrigation Association to the Yilan Management Office, Irrigation Agency, Ministry of Agriculture. According to the Irrigation Act and the "Establishment and Management Regulations for Irrigation Working Groups,” group leaders were selected to assist in farmland irrigation, engineering project land management and office service promotion.
The office has 195 working groups and 436 units, distributed across 10 workstations. In addition to providing education and training in conjunction with the inauguration ceremony of group leaders, the office uses joint meetings of group and unit leaders every year to celebrate the irrigation festival and conduct commendation meetings to implement grassroots education. It also holds occasional operational observation activities and inspections.
(1) The First Irrigation Group Leaders’ Inauguration Ceremony and Training Session was held to familiarize newly appointed leaders with the responsibilities of irrigation groups through educational training.
(2) Grassroots Irrigation Group Leaders’ Joint Meeting
This office hosts at least two joint meetings with grassroots Irrigation Group Leaders each year to promote irrigation management policies, drive forward irrigation projects, and gather feedback from the groups to enhance service quality. These meetings aim to foster mutual communication, thereby achieving the following objectives:
- Strengthen the connection between Irrigation Group Leaders and Irrigation Unit Leaders to better understand local irrigation management operations and exchange ideas for mutual learning. This also facilitates the promotion of government policies and enhances camaraderie.
- Promote the importance of managing sluice gates, especially in light of extreme weather events and flash floods caused by climate change in recent years.
- Promote awareness of water conservancy laws to prevent violations. Encourage the public to assist in discouraging harmful behaviors that could lead to potential disasters.
- Continue promoting the management of canals, including beautification and revitalization of vacant land along canals. Educate applicants on correct planting practices to achieve positive outcomes.
- Sub-district Management: Strengthen the sub-district management system within irrigation groups to ensure clear responsibility for facility management.
(3) To enhance the functionality of grassroots water management organizations, irrigation groups are encouraged to demonstrate a spirit of self-help and mutual assistance. These groups assist local workstations in irrigation management tasks. Plaques are installed at the homes of each irrigation group leader to designate them as official local offices.
(4) Group leaders also participate in visits to domestic farmland water conservancy and irrigation management facilities, as well as agricultural research stations. These visits are aimed at learning about the latest technologies in irrigation and broadening perspectives. Seminars are held to share experiences in executing water management operations with staff from other management offices, followed by social gatherings to strengthen relationships.
