Qing Dynasty
- Irrigation facilities in the Lanyang area were first introduced during the Qing Dynasty
- In the Kavalan Prefecture period, there were only around a dozen irrigation canals in Sanwei, Luodong and other places, most of which were privately owned.
- In the early days of irrigation in Yilan water rent was collected from tenants.
1905
Public irrigation canal period
- Yilan Prefecture First Public Irrigation Canals-Taishankou Canal and 5 other canals (i.e. today’s Sanjiu Canal and Xizhou Canal under Yilan Workstation)
- Yilan Prefecture Second Public Irrigation Canal-Jinqingan Canal and 24 other canals
- Yilan Prefecture Third Public Irrigation Canal-Wanchangchun Canal and 42 other canals
- Yilan Prefecture Fourth Public Irrigation Canal-Jindaan Canal and 4 other canals

1921
The third public irrigation canal cooperative of Yilan Prefecture was split up
- Luodong public irrigation canal cooperative was established with Wanchangchun Canal and 38 other canals
- Suao public irrigation canal cooperative was established with Jinfengwan Canal and 4 other canals
1923
Irrigation Cooperative period 1923
- Irrigation area reached 16,000 hectares
- Yilan Prefecture first public irrigation canal is renamed Yilan First Irrigation Cooperative
- Yilan Prefecture second and fourth public irrigation canals are merged into Yilan Second Irrigation Cooperative
- Luodong Public Irrigation Canal is restructured into Luodong Irrigation Cooperative
- Suao Public Irrigation Canal is restructured as Suao Irrigation Cooperative
1946
Irrigation Coordination Association period 1946
- After Retrocession, Taipei County Government officials took over irrigation cooperatives.
- The irrigation cooperatives were restructured into Yilan, Luodong and Suao Irrigation Coordination Associations.
1948
Irrigation Committee period 1948
- Irrigation area reached 16,000 hectares
- Taiwan Provincial Government announced regulations for establishing and organizing irrigation committees
- Irrigation coordination associations were restructured into Yilan, Luodong and Suao, irrigation committees.

1956
Irrigation Association period 1956
- Taiwan Province Yilan Irrigation Association was officially established
- A member representative meeting was established which elected a president
- Administrative organization was confirmed as a public legal person

1975
Irrigation Association improvement plan implementation period 1975
- Irrigation Association improvement plan was implemented in accordance with the "Taiwan Province Accelerating Rural Construction Period, Improving Key Implementation Points of the Irrigation Association"
- The president was appointed by the government or elected by member representatives
