The organizational structure of Yilan Management Office, Irrigation Agency from top to bottom includes:

1 Director, 1 Deputy Director, and 1 Chief Engineer. There are also the General Affairs Division, Finance Division, Management Division, Engineering Division, Accounting and Statistics Office, Human Resources Office, Counseling Office, and Information Management Office. 

There are also affiliated stations, including the Su’ao Station, Dongshan Station, Wujie Station, Luodong Station, Sanxing Station, Yilan Station, Yuanshan Station, Zhuangwei Station, Jiaoxi Station, Toucheng Station.

Matters Managed by Each Department in this Office
Director
  1. Handling general affairs in accordance with related laws.
  2. Direction and supervision of subordinate employees and operational organizations.
  3. Conducting tasks assigned by the Irrigation Agency.
Deputy Director
  1. Assisting the director with general office affairs.
  2. Reviewing documents and preparation of important operations.
  3. Contacting and coordinating related operations and handling important assigned cases.
  4. Operational assessments and improvements.
  5. Coordinating general business across departments.
  6. Matters assigned by the Director.
Chief Engineer
  1. Assisting the Director with technical matters relating to engineering and management.
  2. Supervising and researching water source utilization and irrigation management.
  3. Supervising engineering project planning, design and operation.
  4. Reviewing project plans, designs, engineering project construction quality, progress assessment and supervisory matters.
  5. Preparing engineering project funding and supervision of project bidding and bid opening.
  6. Researching and developing matters relating to water source development and irrigation operations efficiency.
  7. Matters assigned by the Director.
Engineering Division

This division is divided into a Design Section and a Construction Section, which are responsible for the construction, improvement, repair and maintenance of irrigation facilities, as well as disaster repairs, engineering planning, surveying, designing, bidding, project examination, construction, acceptance and other matters relating to irrigation facilities.

Management Division

This division is divided into three sections: Irrigation, Supervision, Mechanics and Electricity, and Water Resources Management. They handle tasks related to water resource development, allocation, operation, water quality monitoring and testing, irrigation land management and water facility maintenance, disaster relief, grassroots water management team functions, pump maintenance.

Finance Division

This division is divided into two sections for property and collection. They are responsible for the activation of non-facility assets in the agricultural water resource business operation fund, revenue and expense collection, real estate management and disposal, annual financial planning, and allocation.

General Affairs Division

This division is divided into three sections: documents, cashier, and general affairs sections, which process documents, treasury matters, administrative management, seal keeping, and proceedings of the Agricultural Water Affairs Advisory Council, among other tasks.

Human Resources Office

Handle organization matters, employee appointments and dismissals, remuneration, benefits, promotion, assessments, rewards and punishments, attendance, training, retirement, pensions and other related matters.

Accounting and Statistics Office

This division is divided into two sections: budgeting and accounting sections, which process the preparation of annual budgets and final accounts and statistical data.

Counseling Office

This division is divided into two sections: the first and second sections, which responsible for handling people's petitions and case examinations, facilitating convenience measures, and conducting political ethics affairs.

Information Management Office

Information operation designing information systems, data management and utilization etc.

Station
  1. Maintenance, management, annual repair and improvement of irrigation and drainage facilities above small ditch supply gates and small drainage gates, punishing irrigation violations, flood control and rescue work.
  2. Management and regulation of water diversion, water delivery and water distribution above small ditch gates and small drainage gates
  3. Command and assessment of irrigation working groups
  4. Coordination and processing of irrigation disputes
  5. Implementation of irrigation decrees and irrigation systems
  6. Monitoring and processing of irrigation water quality
  7. Formulation and execution of irrigation plans.
  8. Checking and reporting on changes in irrigation and drainage areas and related cadastral data
  9. Matters related to irrigation management organizations.
