Originally, the system was divided into the First Zhanggongwei Canal and the Second Zhanggongwei Canal. During an engineering survey in 1963, the former was incorporated into the Yuemei Canal irrigation system, while the latter was renamed simply as the Zhanggongwei Canal. The water supply is influenced by both the operation of the Lanyang Power Plant and weather conditions. As a result, water shortages during dry periods necessitate rotational irrigation to effectively manage the limited water resources.
